Elemental Maelstrom not granting bonus AB

Description of Bug Experienced:
Elemental Maelstrom, does not grant hard intelligence bonus to AB, as the wiki states.
Steps to reproduce the Bug:
Take any Marauder Spellsword, use Elemental Maelstrom, read the logs afterwards for disappointment.
Expected Result:
Use Elemental Maelstrom, gets the bonus AB according to the wiki. Should be based on hard int modifier.
Actual Result:
Elemental Maelstrom does not grant any bonus AB.
