Arcane Tower Quarters Not Rentable

Description: There are two available rooms in the Arcane Tower that both an 18 level wizard and a 30 level wizard have been trying to purchase. But the option to bid/buy does not come up, like we do not meet the requirements.
Steps to reproduce: Find the open quarters (one in warden's hall, one in common room) and click the room signs to bid/buy.
Expected result: You can bid/buy.
Actual result: There is no option to bid/buy.
