No NPC will teach you Hin/halfling/orc no more, it just give an error code and tells you to tell some Devs.
also the dwarven one in greyport never worked with persuade/leadership (unrelated)
There's a fix on the pipeline for the Orc and Halfling NPCs. The Dwarven tutor in the Greyport, when was the last time you spoke with that NPC? I fixed it a long time ago, unless something broke it again. In that case, Kalopsia's fix should handle it too.
