Weapon Appearances

I don't know if this is a new thing, but some weapons can't have their appearances changed anymore, which only makes me not want to use them. Why is this a thing, is this intentional, and again, why? It's not even just some of the high-end unique +4 weapons, but even the Masterly Damask can't have its appearance changed anymore, these weapons are just an eyesore to me now, it's such a bummer that I'm stuck with someone else's idea of what looks good and there's apparently no other option unless I want a crappy weapon at 30. I'm not looking for custom VFXs here, just the plain old, mundane aesthetic change that used to be the norm.
