Daytime/Nighttime indicator does not match application of daylight penalties

Description of Bug Experienced:
I got the message that the sun had gone down at 18:00 ingame time, but despite -date saying it is nighttime, my Drow character still received daylight penalties when stepping outside.
Steps to reproduce the Bug:
Type -date between 18:00 and 18:30 and verify it says "It is nighttime", then step outside on the surface.
Expected Result:
To not receive daylight penalties due to it being nightime.
Actual Result:
Daylight penalties are applied.
