Description of Bug Experienced:
Dispels removing regenerate every time even though the dispel level shouldn't be enough. IE LM4 mords with dispel of 41 max against mundane regenerate of 42.

Steps to reproduce the Bug:
Tested on pgcc and live. 4LM on pgcc and 5lm on live. Repeatedly cast regenerate and had someone use mords and it removed it nearly every time. On live regenerate was dispelled 4 times in a row.

Expected Result:
4LM mords shouldn't be able to remove any non breachable buffs from a 30mundane character and a 5LM should only have a 5% chance.

Actual Result:
On live regenerate was dispelled 4 times in a row against LM5. And a dozen times when testing on pgcc against LM4 which should have 0% dispel chance. Logs on pgcc showed regen with a CL vs dispel of 12 compared to other buffs such as bull's strength with cl 30.

Still happening, noticed regenerate getting removed by any dispel from anything, test on pgcc again and noted it only has same cl vs dispel as its scroll level, 13.
