Description of Bug Experienced:
When leveling a harbringer with sufficient Charisma to unlock 4th circle spells, the spell circle progression does not unlock at level 7 (2nd Circle), level 10 (3rd Circle) and level 13, instead only becomes available at level 8, 11 and 14.

Steps to reproduce the Bug:

1. Ensure 14 or more CHA on Harbringer.
2. Level to 7, verify no 2nd Circle spells are unlocked.
3. Level to 10, verify no 3rd Cricle spells are unlocked.
4. Level to 13, verify no 3rd Cricle spells are unlocked.

Expected Result:
Circle 2 should be available at level 7, Circle 3 should be available at level 10, Circle 4 should be available at 13.

Actual Result:
Spell circles are not unlocked at their intended levels.

Should be resolved spec.

Just returning to this post as the issue does not appear to be fixed.

Class levels as written in the wiki do not match in-game and require 1 CL higher to unlock the next circle tier.
