Snow Goblins & Goblin Scourge Flail

Snow goblins don't count as being goblins for using/crafting the goblin scourge flail, and they probably are supposed to. Thanks!

Not really a bug because goblin and grodd/snow goblins are mechanically distinct races, but we do want to make them able to wield this weapon too, yes.
