Description
UCL is not summoning proper tier on blackguard level 9, should have UCL T5 am summoning UCL T4.

Steps to reproduce
Be Fighter 3, Knight 3, Blackguard 9
Use Create Undead given via Blackguard.

Expected result
Summoning UCL T5 Vampire/Wraith/UCL T4 Beast

Actual result
Summoning UCL T4 Vampire/Wraith/UCL T3 Beast

Misc Notes

Tested on multiple servers with multiple Undead Summon Streams.
All are off by 1 lower than they should be.

Outsider Summon Streams are summoning the Correct T5.

Tested. Not an issue.
UCL is capped by HD, by levels 0 (tier 1), 5, 9, 13 and 17, with t6 only accessible through feats or epic reqs.

In English, you need to be a total of level 17+ to be eligible for UCL 5.
