Domain Power - Death, not working

Description
Whenever I use the domain power of Death on an enemy creature (my character is 21), there is a touch attack but no save or effect.

Steps to reproduce
Use domain power Death on anything.

Expected result
There is a touch attack followed by a save and potentially death of the target, then it goes on cooldown.

Actual result
Only the touch attack, and the power goes on cooldown.

Small Update: VS undead it does actually nothing, not even a touch attack but it still goes on cooldown.

To add on the above, since the domain ability becomes greyed out and it does not refresh if its cooldown is active and you server transfer, it becomes unusuable if you use it and server transfer.
