The language instructors on the ship outside of cordor I think are broken, I've tried the halfling and draconic ones and it never moves my understanding %. They take the money and it says you learned a few words, but it doesn't actually seem to do anything.

My languages are going up when I listen to people speak, so it seems to be the trainers.

Do you have a phrasebook for those languages?

I do, and they aren't in a book bag.

They're supposed to go up by at least 1% if I remember correctly. Do you have the location of these NPCs?

I tried halfling today and it stayed at 72%.

That is where I learned a lot of languages, but a friend says he's having trouble even finding the tutors there lately.

Just out of curiosity, what is your character's int score?

I have language gift and 18 int (base 16) and I got 1% Hin just the other day. I thought ambassador tutors learned amount was based off effective language learning int?

It is!
If you have an effective int score of 10, you should be getting exactly 1% per use. This can be increased by your effective int, counting the gift of tongues.
As long as you can keep learning languages - that is to say, you are not stepping on your max language cap, you should be getting at least a solid 1% per use. I suspect this is the case here.

I have a 14 int

It says I have mastered 2 bonus languages and that my maximum is 4 bonus languages.

I've looked at the code up to down, and I can't imagine a way this could bug out. If you were afflicted with an int penalty at the time, you could get less than 1%.
Have you tried to learn again recently?

In case it helps ... If I understand well there should be learning variation dependinbg on the intel of the char. But, in the distant past I've used these ship ambassadors to learn languages with a char that had base 16 intel. I Strictly always learned 1%.

Today, I'm pretty sure this is the 5th time in a row my draconic didn't change. Still on 76%, he takes the coin and it says you've learned a few words and nothing.

A fix is in the pipe. Keep your eyes in the changelog for when it goes live.

You closed the thread, however, I posted that after the new patch. I never had that problem until the patch. Just fyi.

Yep.

The fix snuck in silently - it will be announced soonish.
But it should be live.

Please keep the reports coming. HOPEFULLY all I'll hear is "it's fixed" and I'll finally be able to Oogway out of the scene as I disappear into a stream of leaves.

Just did it as of this fresh login, and it works.
