Allow weapons to be used one size larger than their character size permits, as present in D&D 3.5e

Please let me have a huge buster sword on a small half-elf and act like (a distinct and original character not in any way derived from but still carries the aesthetic of) Cloud. Let me greataxe with a forest gnome and avenge the trees, let them feel how it feels to get chopped. Let me just start screaming and charging at someone as a fey with a 2handed bec de corbin. Let me form a pike regiment with some discord buds comprised of nothing but smaller height awarded halflings. Unleash the potential of smol and angry. Let me manifest Conan on a bad day. I don't care what penalties you throw on it I need this in my life.
