Cost of Exile

Exile is a big deal, and I worry is often too easily used as a 'quick' measure to get people out of the way - So how about introducing a cost.
For every person exiled, the taxes of a settlment go up 1%. This 1% tax does not go into the treasury, it is set aside purely for the use of keeping those pesky do-badders out! Any tax set by the settlment is added onto that.
So for example, Wharftown Mayor could set the tax at 10%, and that 10% will go to the treasury. But for every person exiled, the tax rate will go up 1% and that extra will not go into the treasury)
This gives an interesting balence between the desire to exile those who bring trouble, but at the same time wanting to keep your populace happy.
