Quotation disguise removal- phases of implementation

Hello, there have been a few suggestions to remove quotations from disguises, but none of them have addressed the issues. Over on the feedback forum, we've theorycrafted and have come up with some ideas which address these problems.

The biggest issue with removing quotations is Impersonating, but as we'll outline here, we've come up with some good solutions to integrate that into compelling RP and gameplay.
Phase one: Trial

-Quotations are removed from disguises
-Remove spotter failed notification
-Remove disguiser successful passed notification
-Remove disguiser failed notification
-No impersonating PC/NPC

After the trial period, additionally issues will likely be found, and these can be addressed in preparation of phase two. Or the whole thing is scrapped.

Phase two:
Impersonation is allowed ONLY under the following circumstances:
a) Contracted from some shadowy cabal of impersonators guild (lore people, I choose you!) set at a fixed rate, and not announced or contested like the assassins guild, with only one impersonator per victim, per contract length. (more details below)
b) permission from the person, in the case of a PC (Body doubles for faction leaders??)
c) permission from faction leader or DMs for NPCs, ie Cordor Gaurd
d) Shifter and Rakshasa may impersonate freely (reminder that as per July playercounts there are 6 Rakshasa and 5-10 shifters)

I believe it might be necessary for a special command ```-disguise_imp John Arelith``` to delineate between regular disguising and impersonating.
Mechanical features are updated such to add a circumstance bonus to spot on the -observe mechanic. EskF: Spot adds a passive spot roll:"Something about John Arelith seems off!". If the impersonator, and the victim are both online, messengers will send the message to both of them, if they are both on the same server, and are being scryed, it will skew towards the real one, maybe 60/40. Add OOC note after disguise break message like "Remember: unless you've met this person before, you could only recognize them, not know their actual name, or scry from this information.".

Forging signatures as an impersonator:
Due to NWN lacking the 3E forgery and decipher script, an impersonator would roll a secret sleight of hand (or bluff/perform) to make a fake signature, versus the readers lore check. Upon a failure it will read. "This signature seems to be fake."

Impersonators' guild:
I don't know what IC faction would be responsible for facilitating this (rakshasas in Dis...?), but here's how I envision this system working. John wants to spy on Jimmy, he needs some information about XYZ, so John goes to the Guild, pays a fixed amount (maybe extra for registered faction leaders), gives details to the Guildmaster, who, what, where, and the intel he's after. Jeff, a skilled spy and impersonator, goes to the guild, and if details align, race, sex, etc, he'll get the contract to spy on Jimmy. So Jeff is maybe paid out 1/4th of the contract value on start, and is now condoned to Impersonate Jimmy (or associates) for maybe one month Arelith. After spying on Jimmy, Jeff writes up the details of what he's hired to learn/do, into a report, and passes it to the Guildmaster. After John reads the report, he'll either determine he's satisfied with the work, and will release the rest of the funds to Jeff.
There would need to be some requirements to join the guild maybe lack of citizenship to other settlements, so that contract details couldn't be leaked as easily, as well as punishments for failing/abandoning the contracts.

I know its rough, a few edges to be smoothed out here, but I think something like this would be really cool for RP and also keep impersonating from being chaotic and rampant.

Extra ideas/ issues
EskF: bluff/perform adds a secondary "disguise head"
Shifter gets as many head swaps as their little hearts desire
Spotters and defenders against shenanigans will need some help to accommodate these changes.
