Spinning Wheel Fixture

Hello,

There is a spinny-wheel fixture in the Social Club/Hopeful Lotus gambling pit(Cordor). But it lacks any mechanics tied to it to make use of it. And much akin to dice, a big fun spinny wheel can be used for lots of different events.

Whilst we can use a spinny-wheel app out of game to make the results, I think it would be more exciting for people to actually see the results in game.

I suggest taking the spinny wheel fixture from the Lotus, adding a mechanic to it that allows people to add up to thirty sections, and then once clicked it can make a funny "Tktktk" noise in game, before randomly selecting one of the sections.

i'll approve this and look at putting it together myself, but i'm not going to make the sections customizeable. too much work. i'll find some lore-friendly implementations. no eta as i don't have a test environment at the moment.

this was added, but not as a fixture yet. they'll be around the module.
