Bank only stores gold?

where to store/stash some items the containers in skal bank dont allow me to save items its says "Your residency allows you to keep 0 items"

You need to be a citizen of a settlment. Banks in that settlment will then let you store items there.
So if you take citzenship of cordor, the bank in Cordor will let you store items there (up to 12 I think?)
Likewise - citzien of Guldorand - bank in Guld will let you store items there. And so on.
You can only be a citizen of one place at any time.

If you started in Skal, then you'll get storage once you hit Level 8. You start with three slots and then get an additional slot every other level for a maximum of eight slots.
