DM question

Hello my question is on behalf of someone who recently returned to Arelith, he lost his phone which means all the data regarding his nwn character/account is not retrievable as he no longer remembers his cd key since he lost his device.
Is it possible to get his character and all his hard work restored via a DM ticket? He has a new phone and came back to our community, I am asking if he cam get his old character/hard work back basically with his character name. I'm sure he can remember his old email.
