-scry command disabled + cooldown issues

-scry command won't work during the scry cooldown. It includes:
-scry ?
-scry <timer settings>

There's also feedback "Invalid of inaccessible command '-scry-. Type -help for a list of commands." I think what should stop working during the cooldown is the actual scrying, not information about the command or setting preferences.

When setting preferences, sometimes I am having a cooldown triggered. e.g. -scry 1min is attempting to scry on someone named "1min" and then fails, so triggers a cooldown.

Unfortunately, due to NWN jank the typing needs to be exact for the most part.
If you do "-scry 1min" it should /always/ correctly set the timer, but if you do "-scry 1min" it search for " 1min". Notice the conspicuous space.

That is not something we can fix right now.

However, I fixed the rest of the feedback issues.
The fix is in the pipe.
