The issue: The bounty NPC "Sped" in Westcliff is broken most of the time and unable to buy bounties from players. His conversation often never starts, and when it does I am unable to speak to him again.

What I expected to happen: Start a conversation with Sped each time I 'Talk To' him.

What actually happened: Often times the conversation never starts. Occasionally it does work and I can sell my bounties, but his conversation never works again until reset.

This one is not quite a bug because to start his conversation, he checks if your character has a bounty in their inventory. If not (bags don't count), then there's no dialog. This is awkward and not very intuitive, so I'll update the NPC.
