Attach reasons to pariahs/exiles

General vision: after a settlement leader names a new exile/pariah to the admin NPC, there's a second step added where they have to add a reason (provided by saying the reason aloud, think like how speedy messengers start with a name, then take a message). This would be posed on the Exile/Pariah Board alongside the name. The settlement official can naturally lie or misrepresent (and deal with consequences if challenged), but the reason will still be provided and freely-accessible to the populace.

Reasons:

  • It just plain makes sense. Every wanted poster ever has given a list of crimes.

  • While most settlements have an RP procedure to post a public message when a person is pariahed on their public boards, such messages get covered in days. The exile board would be persistent.

  • The exile board can turn into a contact list for antagonists. If a new Cyricist comes into town to see that so-and-so was pariahed for their Cyricist activities, they now have a person to contact.

  • It brings nuance to the decisions characters make regarding interacting with pariahed or exiled characters. I think we would see more not-wholly-murderous interactions with pariahed and exiled characters if the reasons behind their pariahs and exiles could be easily-checked; many characters would be less unflinchingly hostile to a pariahed character if they knew the pariah was due to refusal to pay a fine for disturbing the peace, for example.
