Increase Crafted Barkskin to CL 12

The potion currently sits in a position of being defunct; nearly no one makes these because the investment does not compete with NPC vendors.
Craft Wand, Brew Potion, and Herbalism all require some sort of investment yet Herbalism falls short.
I do recommend the DC be raised to 23+ to avoid people making a small dip into Herbalism for them.
