Cloaks Don't Hide Tails Anymore

As title.
Steps to reproduce
Remove / Change a cloak while having a tail.
Expected result
Cloak, no tail. Or invisible cloak, no tail. Or visible tail, no cloak. (All depending on how you were setting up and if doing -cloak toggle or not).
Actual result
Cloak with tail, or visible tail (when there shouldn't be).
Not all Outsiders are loud and proud, so this is a really unfortunate bug. This seems to be particularly detrimental to any tailed tieflings who are self-loathing and want to hide their heritage. If this also applies to wings (which I am unsure because I don't have a winged character, can someone chime in on that?), it would also affect them for the similar reasons.
