Faster horse speed for 10 levels of cavalier

Taking inspo from a Discord discussion.
At present, speed caps keep hasted (unmounted) individuals moving at the same speed as a mounted cavalier. While speed is a huge boon, it can be a bit silly to have people be able to run with the speed and endurance of someone on a horse. This is a suggestion to increase the speed bonus when mounted for cav when you have max investment into cavalier (10 levels) just so that it's more than hasted individuals on foot.
