Epic Spells for Zhentarim Naug-adar and Harper mage.

This is extremely straight forward... These two are specifically Mage PRCs that it makes thematic sense for them to acquire these if the character takes them... Ill provide an example and a reason behind this.

Planar Conduit: requires Level 21 and a spellcraft of 15 hard ranks. in actuality it wants 21 levels in a single class.
A level 20 wizard with 1 level of Zhentarim or harper is still a 21st level character and a 21 level caster and should fill that roll perfectly. Both are full caster classes with RP flair. both classes Progress caster level, have access to spellcraft and are based around being mages. there for both should be able to take them as of level 21 and should function as such.

this strange discrepancy occured to me playing a character that is a wizard loremaster, who also cannot take them unless he has 21 levels in wizard. Meaning my end goal of 20 wizard, 5 LM and 5 of Zhentarim or harper (being intentionally vague here.) would result in me have NO epic magic to use. Which wouldn't make much sense. your a level 30 PC with a caster level of 28 because LM doesn't give full caster levels. You'd have full spellcraft and concentration even. so there should be no issue in the character performing the magic required.

thematically it makes sense for such characters to have access to that magic at that point in their career (level 30) and Mechanically you are both an epic level pc with epic Caster levels... you are just lacking the epic Caster feat that is required for casting the spell which is gained at wizard level 21.

this could be fixed in a few ways that i can see though im sure there are more.
1. shift the epic caster feat to level 20... probably the simplest.
2. Add the epic caster feat to any Zhentarim or harper level taken after character level 20.
3. tie the feats to Caster level and the 9th circle access. Meaning they'd need a caster level of 21 and access to the 9th circle.
4. Add these feats to the standard list of feats that the pair can pick from at epic level.

im sure there are some other methods but thats all i can think of off the top of my head. Balance wise this really wouldn't throw much of anything off that i can really tell but it would open up some more RP avenues for people and build options. which is always nice for RP
