Assassin Target (NPC) not spawning

Description
NPCs do not spawn
Steps to reproduce
Derro Caves & Crystal Caverns
Expected result
Marks appear somewhere in the location
Actual result
NPCs never show up.
Another bug is 2 of 3 assassin quests have stopped working. You can click to receive a diplomacy quest or an infiltration question however a quest is not given. This has been nonfunctional for seven years.
