Thieves Cant for rogue-types

Reconsider how Thieves Cant is currently locked. There are so many ways to play a thief-type character and some of those might be considered by systems we already have in place. Currently you only get Thieves Cant from Rogue 7, Loremaster 5, or a Normal Award.

I want to suggest that multi-class options should also acquire Thieves Cant if they are majority rogue-typed. Some examples:

- 3 Rogue, 17 Assassin, 10 Fighter. This is an assassin-focused build but also clearly a rogue-type and would very likely have just as much business knowing the local cant. (20 levels of a rogue-type class)

- 26 Fighter, 4 Rogue. This might be a DEX based character but the rogue isn't the central part of the thematic. It's more a fighter type than a rogue type overall.

Classes which count toward rogue bonus stuff should be considered rogue-type classes.

RP only starts at 30 if you're a coward.

as part of a larger project, Thieves Cant was gonna get looked at to be more sensible in terms of how it looks in conversation, rather than being a bunch of different emotes

currently, i am an advocate for changing Sign Language to be two separate languages, as well: Drow Sign and Sign Language, and having Sign Language be learnable.

Thieves Cant being made more available does have some implications... it'd be a lot harder to use it subtly to communicate in the open. still. will consider some possibilities here.
