Magical Beasts should only be able to be animal empathied through a particular bardsong. People without this bardsong are able to use animal empathy on them anyway, leading to monsters being led through many NPC-populated places, such as Skal.

You could always use Animal Empathy on Beasts and Magical Beasts (although compared to normal animals they get +4 to their Animal Empathy DC), it's intended vanilla behavior.
