So I made wands before server reset then used after it said caster lvl 15 and CL vs DS 8 my build 6harb/4lm/20bg before I used wand my CL vs DS was 30 didn't cast no spells
Not a bug, that what happens when you use spells form your harbringer spell book. Your CL for that is 6 + 2 (lore master). If you don't cast a spell, then your dispel resistance is 30. So, keep that in mind when you're making your wands.
