Haste Cast Speed Activation

When haste is activated there's a roughly three second delay before the accelerated casting actually kicks in unlike other effects of being hastened like the boosted move speed.

It's known engine limitation, unfortunately.
Casting quickened haste doesn't do this, fyi.
