Bug with scroll scribing

So my scroll scribing works normally on Im'kiira.
When I try to do it on May'nara Xun'viir, no matter what spell I scribe, she only makes one scroll.
Can someone help?

Are you an epic level caster? You must be epic level for the multi-scroll scribing to function.
Ah, no! I missed that. Couple more levels.
