Assassin Writ - Sibayad Lost Desert

One of the assassin writs that spawns the target in Sibayad's Lost Desert (Nomad Camp) will not spawn the target (Target name: Witness).
I've left the area and ran around the desert over a course of a hour so the area was reset.
