Underdark Teleporter

Allow the FOIG Teleporter in the Underdark to be used by all involved in the Shadow Plane / Shadow Weave.
Shadovari (Race)
Gloaming (Race)
Shadow Mage (Class)
Possibly Darkness Domain Clerics? The domain isn't inherently Shadow Weave since it's arcane, but I feel like some flavor could be twisted into that domain.
