Change/Remove Attached-Shop Rules

I'm not sure the polite way to say this, but under the current rules paradigm shops attached to quarters are basically lease cancer. This is largely because of how important foot traffic is to a shop and how useful being able to bid on a shop in non-tethered locations typically is given that often there are nice/very-nice leases in locations that are mediocre for store ownership. I don't think there's a good balance for this either since often from a meta perspective the best locations for a home are a bit removed from the mainstream areas unless you're a political rper and this is almost the opposite of what makes for a good shop. It's not an issue in every settlement but we see this dynamic crop up often in places like the UD where almost all of the foot traffic is concentrated in the immediate vicinity of local portals (though there's other noteworthy standouts like the Sencliff bar as well). In an ideal situation a shop would never be something that detracts from how appealing a property is, a player should be enthused to inherit a shop with their lease. But the current situation is more like "Aw man, this place is great. I think I'll bid on it and just suck up having to deal with this garbage shop locking me out of storefront bids."
