Getting taxed 8% in the freeport

Own a shop in the freeport am getting taxed 8%. Kinda the whole point of the freeport is no tax so rather confused. Faction tax is 0. Some sort of bug or something going on. tested it twice and also tested a temp shop which sold for no tax think it might just be this shop i got for some reason.

The 8% tax goes to the building owner. I learned this from a different bug post. It just doesn't say it anywhere.
