As the title says, Orogs are meant to have 2 ECL but they definitely don't.
From the image below, both PCs have 2 ECL, are at the same level, are alone with no summons, same class, same RPR (they are both me), and killing the same enemy, yet the Orog gains 6 experience and the human gains 10 experience.
To add to this, I believe what has happened is the Orog ECL is currently 5, it was 3 before the changes and changed to 2, but I think they just simply added 2 to the previous number, reasoning below: I reduced the ECL by 2 via normal award as shown, and I still get less experience than the 2 ECL human. If my theory is right, and the Orog ECL is 5, then it would reduce it to 3 which would more or less match up with what is shown.

Your theory was indeed correct.
A fix for this is in the pipe.
