The Arcane Tower portal doors locked - all levels?

The 'portal doors' that take you between levels are now tied to a quarter, I am not sure which one it is though and it is not mine so I cannot unlock them.
This means that players will not be able to get back to quarters to refresh them for now or get to their storage.
