Wand and Rod Mastery does not apply to Rod of Ghostly Visage

Description of Bug Experienced:
Use a Ghostly Visage rod
Get the message that due to mastery no charge is taken on the last charge that just was used.
Rod disappears.
Steps to reproduce the Bug:
Be LM with rod mastery
Use a rod with 1 charge
Get save, see rod disappear anyway
Expected Result:
Rod retains charge
Actual Result:
Rod goes poof
