Summary:

Attempting to interact with the Shrine in Mechanus on a character who worships Gond, is Lawful, can create golems, and has access to divine magic.

Expected Result:

1. Use the shrine.
2. An option should be allowed to make an offering of a <Specific Item>.
3. Something happens when you make the offering.

Actual Result:

1. Use the shrine.
2. There is no option for making an offering, regardless of having <Specific Item>. Nothing is explained as to why this interaction isn't allowed.
3. Cannot proceed regardless of this entire interaction making sense for this particular character.

There's a book ingane that describes how to get these hidden streams. It might be due to a part of the character creation that can be DM moderated, and can even change depending on what you do ingame.

Modrons of the same feathers flock together I suppose. Maybe you need to be more or less like them when talking to the shrine? Or just find another one who you suspect might be one.

I'm pretty sure that--as usual--if someone were to look at the area in the toolset, the distinction is probably a lot simpler than you're thinking.

EDIT: Also, the character is absolutely Lawful, so alignment clearly has nothing to do with it.

I'm going to avoid theorycrafting or discussing FOIG elements any further, but from what I witnessed, it seems like the expected requirements Do Not Make Any Sense.

I just chased this riddle down, ran around doing the crafting. Hours wasted because hidden requirements blocked me.

I submitted an update that should have the shrine give the player some feedback, instead of leaving them scratching their head. Not live yet, though.
