Runic material refinement

As the title. I would like to suggest its possible to upgrade your runic material a tier. Though you would require 3 of the tier you are upgrading from. So if you go from Tier 3 to Tier 2, it would cost 3 Tier 3 materials, etc. Same with T2 to T1.
