Double dominate animal without the requirements

Description of Bug Experienced:
Toon's sheet
Level 8 Warlock Green hag
Infernal Pact
Greater Spell Focus Enhancement
Toon is able to have 2 dominated creatures through Dominate Animal spell, whereas I was under the impression for that Double DOminate creatures should either come from:
Epic Pact Unseelie Fey
Epic Spell FOcus Enchantment
Steps to reproduce the Bug:
Cast dominate animal on two animals
Expected Result:
Only one creature should be dominated
Actual Result:
The two animals will be dominated

Additional Information/Notes
I've tested in PGCC with dominate person and this one seems to be working as expected, only dominate animal that is giving my toon the possibility of double dominate without the supposed requirements
