Ship Combat: Allow boarding of crippled ships regardless of grapple.

As title.

Currently if you cripple a ship but don't have a grapple (Which many ships don't) you have no way to board them.

This also matters if you want to board a ship regardless; you just can't seem to do it without a grapple under any circumstances.

That, or make it so every ship has a grapple.
