To reproduce, as a wizard have a glyph of warding prepared. Use it to charge a (wizard's) spellbound wand.
Error message: "The spell fizzles! (wandname here) cannot be recharged!"

All other spells cast from this character results in wand being charged, so I assume it's a bug.

To also add another bug with this spell:

Cast glyph of warding on the ground and walk into the warded area.
What happens: Caster is harmed with sonic damage.
What I expect to happen: Caster shouldn't be harmed.

No other NPCs were in range to trigger this.
