Snow goblin not getting the tribal bonus +1 Wisdom, +1 Discipline

When around the base goblin race, the snow goblin does not get - special: For every friendly PC goblin (not hobgoblin) within 20 feet, the goblin receives a soft +1 Wisdom, +1 Discipline. I think it's the other way around too. Not sure if the goblin subraces are supposed to benefit from this but on wiki it says it's supposed to be there:

Bonus Feat: Weapon Proficiency (Primitive)
Bonus Feat: Stealthy
Intimidate +2
Climb +4
Darkvision
Special: Damage Resistance: 10/- vs. Cold

Can't see it in the wiki now. Maybe it got removed?
I remember this being the thing, the sole reason I wanted to make a tribal barb/shaman in a goblin. But that concept never came to light, I'm very poor in RPing monster races and opted to do Aquatic Elf instead. xD
