No matter the base race allow tieflings to have outsider background.
Subraces rewards in general:
Have some developed for the underdark setting Full-blooded orcs, bugbears, hobgoblins, and ogres do feel like more of a special reward to me compared to the surface subraces without being to out there especially considering the cities the underdark is based on.
