Exciles are in my opinion a part of RP. Excile is bound to certain rules, all good. But
Who can remember a discription and a name for more than one or two years if you never have seen a face? There is an interaction between two or more, and than an other is telling the guards ( they are the ones in game that keeps the unwanted out) who must stay out.
Make the Excile not permanent but for instance two years (game time) or build the chance of reconise to zero for the guards over a certain period of time. and bring this way the "brain of the guards" in the game.
