Local Shout V2, Difficulty Work-around included?

The main challenge we have is that the module has no understanding of geography, i.e. where areas are relative to each other. We could potentially do something based on area names (i.e. all areas that match "Cordor") but that's clunky and not very good. So sorry, this is in the "more work than it's worth" pile.
Would it be possible to change the DM channel for Party chat to fire on the same script a PC shout does? This would effectively enable local shout without having to figure out how to make the shouts recognize locations, but I don't know if this is harder or easier than that.

Within that area - but the request was to have shouts that work for a group of related areas, but not all.
