I've visited the Juggernaught a few times following a recent reset (within 1-2 hours, I believe), and everytime the chest have come up empty. Of course, someone COULD have been faster than me, but considered the chest is in a room away from the boss, where you are actually in relative safety, I suspect people could be logging out in the room.

So my suggestion is; Remove the door/place the chest in the room next to the Juggernaught. The chest is locked anyways, with the same DC as the door, so it doesn't make any sense to have it either way.

Artifacts don't spawn automatically at reset any more. They spawn at a random point in the server's life, precisely to avoid the sort of issue you're speculating about.
