Sheriff's notice (or insert name)

We all know the exile and eviction systems in their effort to be fair to the potential victim have put settlement leaders at a tremendous disadvantageous. We know the offending party can avoid consequences for ages by disguise, stealth , playing rarely or threats of violence and death etc.
A simple solution is to give settlement leaders a tool that allows them to target the offending parties shop or house . When this tool is used the offending party has their house or shop locked after one use by the owner. That player would also instantly get a written notice telling them to contact a settlement leader peacefully within the in game month or risk losing the shop/house.
The notice like slave deeds would be unmovable from the players inventory until the player meets the settlement leader or the property is lost. If the player does not meet the requirements the shop or house becomes open for sale in two real life weeks. People could still buy from the shop but no new items could be added and none removed.
A sub menu for reason of eviction could also be listed but I expect the settlement leaders could post a notice on their local message board so the offending party understand the situation and can decide how they wish to deal with it.
The property when released is unbuyable to the offending party because of his notice , the notice vanishes when a new owner comes along. Ooc collusion to buy the shop for said player and then reselling it to them would allow for eviction without rp or conversation.
Obviously there is room to play with on the time frames but in my mind this solves so many problems.
Am I being treated unfairly ? I have ample time to tell the dms or rp a solution.
I did not see the sign ? Yes you did , you have the notice in your pocket.
Sneak around and avoid officials ? Play your games little man time is ticking.
This could also be a tool for exile. Reason for losing house or shop ? pending exile.
Who does this punish ? Only players trying to abuse the system. It makes settlement management far easier and much more realistic.
Currently the system favours abuse and dubious players. It should not take real life months and risking ones life to remove a mass murderer from your settlement. Terrorists should also be removable. The time allowance and lockdown ensures no one is unjustly punished or loses goods unfairly.
This would put a little more balance into the current settlement management system, I hope it will be considered.
