Add Phrasebooks to the Outskirts Ship

Given that the premise behind the ambassadors teaching languages is that they're helping to build better communications between the races, it would make sense that they might also sell phrasebooks in the ship (or perhaps have a bookshelf dedicated to phrasebooks).
