DM Announcement Command(IG)

An in game announcement function that delivers a specified message of the day when you log into the server(along with the "Welcome to Arelith" line).
It would ensure every player who logs in can see important announcements.
I realize DMs can make announcements with /shout, but the odds of catching every player who plays on the server is slim, and many do not read the forums to see important information such as the pending update to Guildhouse/Quarter policies. (as an added plus, I'd imagine it's less immersion breaking to see the message as soon as they log in, before they get into the middle of a bunch of RP- Minor detail though)
